If I understand correctly, the FBI's most wanted are for people whom they are certain they committed the crimes and with known identity, also they must be citizens of the US or have committed crimes on the US territory and they must be at large. There were worst crimes committed, yes, as in for serial killers, they are either in known locations (prisons or other) or their identity (therefore location) are unknown. They must have doubt on a lot of individuals for worst crimes, but they must not have enough evidence to prove it was them.
