He realized that whoever was going to lead the scouts needed to have a dream, to motivate him, to push him to fight. Erwin had practically achieved his dream at that point, his ultimate goal, which was to get to the basement and learn the truth about humanity and the titans. He was extremely close. After that Erwin would have had no more goals, once his life's mission was fulfilled, so he also would have no reason to keep pushing and endure the fight. Armin on the other hand had a different dream, he wanted to explore and discover the whole world outside of the walls. Armin was younger and his dream was far in the future. That and the fact that Erwin himself recognized Armin's potential and said of Armin that he was one of humanity's greatest weapons (or something along those lines), ultimately made Levi change his mind about who would be a greater asset for humanity. He also realized that letting go of his dream, letting another person (Levi) decide and finally surrendering to death, had removed a huge weight off of Erwin's shoulders, a weight that he had been careying for a long time. And Levi thought that the peace Erwin experienced in his final moments would be a good way for his friend to go out.

E.g u might think Flock is an irrelevant rando that isn't in anyway part of the situation but if u think about it, he kinda is, and he literally has every right to be. I was wondering about splitting the injenction too, but after reading some stuff I thinks it's two reasons: 1. They dont have the resources to kill another large titan if it gets out of control, plus it might destroy the basement on accident. 2. It was unsure if they split them up if either of them would turn, so they would risk losing both instead of saving one.

His entire goal was to prove that humanity existed outside the walls because they murdered his father to keep that a secret. He managed to get to the position he held because he had a natural gift for making amazing speeches and strategy. He said it himself, he was selfish. The entire conversation with Levi was him trying to convince himself to abandon his father's dream and actually do what he had been asking his soldiers to do all the time: dedicate his heart to humanity instead of his own selfish goal. The flashback to Kenny was directly related to Erwin. Once he got to the basement and got the answers he needed to prove his father right, would he still have the motivation to keep going? Would he, in the words of Kenny, have something to be drunk on? Levi knew the answer was maybe not. So that's why he chose Armin.
Levi remembered Kenny's about having to be drunk on something. Erwin was drunk on proving his father's theory. That prove would be in the basement. He basically admitted to scamming the survey corps and putting that prove above humanity's benefit. Armin is drunk on knowledge to the point that it will never be satisfied. Just like the confusion that was caused by the collosal titan causing a nuke in this season for the first time but not the 3 times prior. It's because the shifter can choose to cause the explosion and each of the 3 times Bert had a reason to not cause it. The first 2 times is spoiler territory but during the armored collosal reveal he didn't wanna kill Eren which is kinda obvious
choosing armin is right bcoz it was mandatory for the story and plot.. he can never become like Erwin never ever in his lifetime(I have completed the series that's why I think like that). Armin is innocent and has pure heart doesn't means he can overtook Erwin in terms of leadership and strategies.. and now talking abt the fact that armin solely dies in the battle and Erwin dies with many soldiers, both situations were different.. Armin had attack titan and he was close to colossal and on the other hand Erwin and the soldiers were too far from beast titan and still he got the plan which exterminate all the titans and beast titan.. I agree to the point that Erwin's motivation was till the basement and armin's was way ahead than just basement and that's why choosing armin was better... All the other points are useless in my opinion like Erwin is old now and he have old techniques blah blah.. Erwin has done more than armin and also bcoz of Erwin scouts have come this far.. he defeated govt which armin never thought could be a threat, he defeated biggest titan in history of titans without any single casuality, he saved eren many times which is equivalent to saving humanity, and all the missions which he did before eren joining the scouts were helpful to scouts one way or other.. and what armin has done is no less than exceptional but you will see in upcoming episodes that armin was never a good choice logically.. He is just chosen for the plot.. but most of the people were lil bias towards armin.. His character is so kind and generous that most people wants him but if u jus look at character writing, Erwin was more better..
Lots of people tend to come up with this same idea. "Why didn't they split the injection and turn them both to titans?", right? Well yeah, theoretically they might be able turn them both but then what? Since they'd lost Reiner by then, only one of them could eat Bertholt and turn back to human, the other would have to stay a mindless titan, which arguably equals to or worse than death.
