I think the reason that the "chosen one" is always a teenager is BECAUSE of the fact their prefrontal cortex is underdeveloped. It adds the drama of them having a lot of power and not being really fit for it, being young and dumb and learning and making mistakes. It makes for good drama and story and shit.
