Reporting them seems like a bad idea, as their existence depends on how many people perceive them. All the bobbies paying attention to them might make them stronger.
I'm fairly certain that The Reckoner is also a pattern screamer related to the Universal Equation. I have no proof of this other than the Level 4 redacted file, but hey, explainations.

I think it's highly likely UnLondon has already been used. In the SCP universe it is quite common for humanity to experience apocalypses and get rebooted usually by the foundation or other groups. This would explain how the wretches and bobbys already exist. If SCP 2000 hasn't been recommended yet it should since that's quite an interesting and big part of the universe that will be referenced often. Essentially it is how humanity usually survives the various apocalypse events that happen so often. Fun Fact: UnLondon was mentioned in 5000 Why. The Foundation let it reach capacity before nuking it. Kinda unsatisfying. Wish the foundation unleashed a more interesting SCP on it like 682 or the flesh that hates.
Overall I think it fits well with them nuking it. I like the direction UnLondon is going in SCP Illiterated 001 "The Sun" series if you want to see something like that assaulting the undercity
Interestingly enough, despite the low light condition that should be insufficient for plant life, plants brought by the SCP foundation down to Unlondon have been show to grow and bear fruit although at a slower rate and lower productivity. So maybe SCP 1678 was indeed created for long term shelter albeit a flawed product.
its such an interesting SCP as it only activates fully when the apocalypse comes, and thus is always interesting to see unlondon become a beacon of hope when usually its a dark and dank place.
As someone familiar with early 20th century propaganda, I started feeling *seriously* uneasy about UnLondon *way* before Old Man did. Particularly the stuff about "vigilance" and reporting yourself and your neighbors to the authorities.

Wait a minute. Did Volgun's video get struck by RU-vid at some point and that's why the screen of the tv is completely blurred?? But there wasn't anything that could really violate the rules. What on earth? Or was it maybe your video that got struck so you had to blur the tv? Either way, that's such a shame. The images were pretty cool.
