The reason that it can be good news if your ex gets someone new is because your ex will contrast this new relationship with the one they had with you.
If this is truly a classic rebound relationship, then your ex will notice and feel the shallowness of this new relationship compared to the relationship that he or she had with you.
For example, in your relationship there was inside jokes, memories, companionship, history, and intimacy.

What you don't want to do is interrupt that by reaching out to your ex.
One major reason for this is that your ex will likely tell the new person that you are contacting them.
They will do this because they are in a fresh, new relationship and don't want to start with lies.
Your ex will likely say something negative about you to this new person they are dating in order to keep the new person from feeling threatened by you.
So they will say something like, "My ex keeps texting me because he/she doesn't get it and doesn't understand I've moved on. He/she is being such a stalker."
So now your ex is kind of making fun of you. You are becoming a bit of a joke between them which not only makes you look bad but allows them to build intimacy around an inside joke.
So stay away from your ex. Stay in no contact if they are seeing someone new.
Let them be curious about you so that they pull away from the new rebound relationship.
This will likely be felt and noticed, causing the rebound to do the wrong things and that could send your ex running back to you.
